prevention and control program (DPCP) representatives and their partners. The conference goals are to 1) increase knowledge and awareness of successful, cost-effective, public and private
diabetes programs; 2) present innovative strategies to increase awareness of diabetes and how to prevent its complications; 3) provide opportunities for skill-building, information-sharing, and
networking; and 4) explore science, policy, education, and program planning, implementation and evaluation. |

Coalition for Health Promotion and Disease Prevention (NECON) and the Region I (New England) office of the US Department of Health & Human Services (US DHHS) convened a meeting of a
distinguished group of New England legislators, policy makers and advocates to address the obesity epidemic. The focus of the meeting was the presentation of the NECON strategic plan ("the Plan")
for the prevention and control of obesity in New England. A draft Executive Summary of the Plan and a description of "The 2003 US DHHS New England Diabetes Prevention Initiative" were circulated.

Mental Illness and Substance Abuse Prevention follow-up to the New England Governors' Conference with primary focus on the state legislators and policymakers. Legislators and Mental Health
Commissioners from each of the New England states were represented. The purpose of the meeting was to begin a dialogue with New England legislators concerning mental health promotion and mental
illness and substance abuse prevention, and to provide a forum for discussion on both understanding the basics of prevention and its significance as a state health policy issue. |

Providence, Rhode Island. In a brief update on the coalition's recent activities, NECON presented New England Governors with a copy of reports released by the United Health Group and the American
Public Health Association regarding the progress of New England healthcare, and also provided New England Governors with NECON's future recommendations for improving the health of the people of
New England. The NECON Task Force on Mental Health Promotion, Mental Illness and Substance Abuse Prevention presented their report, "Prevention: The Time Is Now." |

– Director, VT Children's Mental Health Services described VT's two-year experience with early childhood prevention in day care sites.
- Michael Norton
– Director, Behavioral Health, MA Medicaid described two programs of prevention: addressing depression in primary care settings and promoting health care for persons with serious mental illness.
- William Lowenstein
– Education Specialist, ME DMHMRSAS described his experience in designing and implementing substance abuse prevention and promotion efforts in ME.
It is hoped that these stories of successful outcomes provided evidence of grass roots applications of prevention and promotion in New England, and real life examples to the recommendations of
our report, Prevention: The Time Is Now. |
